J/ROTC Firearms Training Program
Program Objective:
1. To provide Safe-Handling Firearms Instruction to current High School JROTC and College ROTC cadet units under qualified supervision and in compliance with the Various Branch ROTC National Training Standards.
2. To provide a means for currently enrolled J/ROTC cadets to pursue qualifications towards earning Shooting Badges (Marksman, Sharpshooter & Expert) to be worn on cadet uniforms.
FOR CREDIT J/ROTC RIFLE SAFETY AND MARKSMANSHIP INSTRUCTION:
(This unit is OPTIONAL)(15 hours)
Introduces cadets to the historic applications of marksmanship and its current application as a sport. Teaches firearms safety and an understanding of the functions of marksmanship equipment, and demonstrates proper operation of the equipment. The different firing positions are described and the techniques for sight alignment are discussed for each position. Safety and discipline are stressed at each step. Cadets are taught that in marksmanship, like any other skill, they need to use education, concentration, and practice to achieve the best results.
3. Additional goals may vary and evolve depending on the desires of the individual J/ROTC cadet units and the dedication of our own Volunteer Staff. For example, some units may wish to form Precision Rifle Teams to compete against other units or in existing leagues. These J/ROTC Cadets shall be receiving rifle instruction which could form the basis for them to compete in youth marksmanship programs at the local, state and national levels.
Instructional Staff Criteria:
All In-Classroom Instructors shall be comprised of individuals with a minimum credential of NRA Certified Training Counselor with Rifle rating. These Instructors have further qualified as Expert Riflemen.
All Live-Fire Range Instructors shall be comprised of the above staff along with selected other Current or Former Military or LEO Personnel with Rifle qualifications.
Instructor Uniform:
All Instructional Staff shall wear Military BDUs, (Camouflage or solid pattern with matching blouse, pants and cover - (we have access to surplus if requested). Alternatively, BDU pants may be paired with NRA, Military Unit or Law Enforcement Unit blouse or approved shirt and covers.
Only Mil-spec Shoes or Boots - no sneakers permitted.
To clarify further, the cadets, J/ROTC Unit Officers and Staff NCOs wear prescribed military uniforms. It is expected that all of our personnel shall dress accordingly.
Although we shall not mandate regulation hair requirements, we do not expect our staff instructors to wear jeans, shorts or t-shirts to interact with the cadets. Bottom line - we expect our Instructional Staff to set a high standard in appearance and maintain a positive example while with these J/ROTC personnel.
Equipment / Firearms:
All In-School training conducted with Blue Gun and other inert replica Rifles.
– Remington FS 700S Blue Gun.
For ARMY & AIR FORCE ROTC & JROTC Units –
All Live- Fire Qualifications shall be conducted with single shot, bolt action precision air rifles “NRA-Approved Light Rifle” weighing 8 ½ pounds or less (including sights & sling). Schuetzen-type butt plates and palm rests may not be used. These Air Rifles may utilize metallic peep or open sights (non-corrective) only.
For NAVY & MARINE CORPS ROTC & JROTC UNITS –
All Live- Fire Qualifications shall be conducted with Single shot, bolt action .22 caliber rimfire “NRA-Approved Light Rifle” weighing 8 ½ pounds or less (including sights & sling). Schuetzen-type butt plates and palm rests may not be used. These Single shot, bolt-action .22 Caliber Rimfire Rifles or Air Rifles may utilize metallic peep or open sights (non-corrective) only.
All equipment for Qualification events shall be approved or provided by the J/ROTC Firearms Training Program. Some J/ROTC units may provide their own rifles as well as some Cadets’ families have purchased their own rifle in order to further their training on a specific precision rifle.
Qualification & Training Locations:
Instruction shall be provided in the individual High School J/ROTC Classrooms or NJ Firearms Academy locations as well as in local ranges coordinated by J/ROTC Instructional Staff.

Monday evenings from 19:00 – 21:00hrs (7 - 9pm) – Jersey City, NJ

Marksman 150/300
Sharpshooter 225/300
Expert 255/300
In order to qualify for Uniform Badges; Cadets must achieve the appropriate score in all three positions specific to each rating.

Target and Distance Options -
A-32 target, 50 feet, two shots per bullseye.
Non-Qualification "Fun Shoots":
These events shall be scheduled as available at various outdoor Ranges such as Cherry Ridge, Somerset, Shongum, Central Jersey, Fort Dix and Camp Perry. (Live-Fire Exercises generally to be conducted at 200 Meters with open-sights or scoped rifles as provided)
These events will only be attended by those J/ROTC Cadet Units permitted to participate in organized events utilizing Volunteer-supplied AR-15s, M-1
Garands, M-1A Rifles or other Military Rifles utilizing either 5.56mm (.223) or
7.62mm (.308) ammunition. These "Fun Shoots" are NOT considered Qualification events and not all J/ROTC units permit their Cadets to attend live-fire exercises on any rifles other than .22 rimfire or air rifles.
